I agree entirely with Stu. I have also found it bizarre that the NHC has not even identified this area of disturbance with even a 0% chance of probable development on their website. I think the problem for NHC is that several circulations have spun up off the coast in recent days, only to be ripped to shreds by winds aloft. I think the NHC certainly would like to see something last a bit longer before they go so far as to designate anything a depression. Thus far, these spin-ups have been too fleeting. That said, i think Stu;s point remains valid: The NHC at least ought to have designated it with some degree of development probability by now, however slight the probability may be.
