Now is not the time to indulge in Blame says the prime minister of The tiny island Dominica which saw a lot of rain.  Yes, flooding can happen here in Florida, there are neighborhoods that have a difficult time with some regular rain over a given time, much less tropical system types of rain.  For many rain will pass.
