That's what I understand too.  Presently El Nino is weakening. It also states that A transition to ENSO-neutral is likely during late Northern Hemisphere spring or early summer 2016.   An increasing  chance of La nina during the second half of the year.
Correct me if I'm wrong but I think the same conditions existed during the 2005 hurricane season.
