Super rapid scan imagery went off as scheduled

To the minute.

I had to remove the rapid scan imagery from the Cesium recon display for now. If I see it active for a storm I will add it back. I thought maybe the imagery would be blank when not up to date, but it is not. Until I load times into the display, I don't want to have old data possibly appear. If I see that later today I can add it in testing and imagery doesn't appear, I might add it back. It might blank the imagery after a certain point.
