They flew very close to the coast

They are close enough that they have permission to fly at least up to the coast. While there are a few points over land, they are barely. The coordinates might be just a bit off enough that they were actually still over water. They were inland by no more than 3/4 of a nautical mile so far at most. But they want to be over water to get SFMR estimated surface wind readings.
