Confused on why Houston never had evacuation orders?

Perhaps somebody can enlighten me.  15 to 24 inches of rain... 36 inches in spots...catastrophic flooding...VERY well forecasted well in advance of the storm hitting.  Heard lots of "well we hope it's not that bad" from local officials.  Why weren't evacuation orders issued in this case... so people do not have to resort to getting axes and hopping onto their roofs in order to save their life????? I know the average citizen can be complacent.... but the ones in charge should know better.  The National Weather Service and National Hurricane Center did an outstanding job.  Local government should have responded better to get people the hell out so we don't have fatalities that did not have to happen.  

I have a great idea... have the local governments pay back the insurance companies back for a portion of the loses. Just my two cents.  I really hope people stay save and we don't see more than the 5 people who already had to lose their lives.
