Marylander here, so I can give a bit of insight on this. Ellicott City has has 12 major floods in the past 100 years, 3 in the past 7. Part of the problem is that the area there bottoms out, and collects a lot of the run off from areas tot he north and west.

The issue is, those areas to the north and west that once were heavily wooded and were able to help mitigate flood waters have been developed (and OVER developed), leading to these incidents happening.

Catonsville (which is just to the SW of Baltimore City) got socked hard, with 11-13 inches of rain. The Patapsco River there went from 11 feet in height to 27 feet in an HOUR. Other areas were hit as well, though not as severe as EC, where I live in Dundalk has some flooding issues, getting 4-6 inches of rain.
