You click a low icon to see more information about it. Black dots represent a current low. A red dot indicates a future low. The numbers are meaningless, I think just randomly assigned.

Because I think the low numbers change each run, I have saved images and posted them below for Debby, 18Z run on August 8th, from GFS:

"A" is when the low started. "C" is where it is currently, for that model run. And "Z" is where it ends in that particular model run. It doesn't necessarily mean the storm ends then, could be the model only goes out that far. (at least that far for this particular product, which seems to be 180 hours, even though GFS model data on some other sites go out much further)

You can see in the images above that Debby seemed to be more subtropical.

If you want to see Hurricane Hector south of Hawaii, click the black low icon just south of Hawaii right now. You will see how that storm differs.

The NHC has mentioned the FSU site before in discussions, so they use that product at least sometimes.
