The problem is this...their gov't is not set up like ours, PR is not even a state, so they cannot ask for the FEMA aid that we get here in the US. They are set up differently for disasters that happen to their country. The problem they had is their own gov't did not keep up with current infrastructure (ie powerlines). PR is just a territory of the US and they are a commonwealth, which I believe null and voids a lot of what we can do for them.

But I could be wrong idk, but we can't put the blame solely on our gov't not helping them.
