Apparently likely, Target -- may end up re-developing as a nor'easter by next weekend. But even before that happens, the remnants are slated to bring some nasty weather to the Gulf Coast, including the Florida Panhandle which does not need a significant interruption to the Hurricane Michael recovery efforts.
Haven't looked at the weather forecast farther east along the Panhandle where recovery efforts are happening, but here's what Weather.com says about Pensacola Beach for this Thursday, thanks to Willa:
"A wind driven, soaking rain early. Rain becoming more showery with a few thundershowers also in the afternoon. High 74F. Winds E at 20 to 30 mph. Chance of rain 100%. 2 to 3 inches of rain expected. Locally heavy rainfall possible."
Of course, that could still change.
