The SFMR is a 10 second surface estimated, not 1 minute sustained. It is the highest 10 second wind in the period of an individual ob in an HDOB, usually 30 seconds. Often, the NHC goes with that for advisory intensity in case there is higher winds they missed if they don't think it was rain contaminated and think it is representative of the storm. However, for these extreme winds the SFMR may not be as accurate.
