If they had decided at the time that it was a subtropical storm, they would have named it. I assume that is always the case. This is a bit unusual. We haven't already used other names on the list. Usually when a storm is upgraded from something that the NHC did not do forecasts on operationally, it happens post-season. Or at least when other names have been used.

Let's say that we got to Cindy on the list sometime during the season and just after they decided at that time that there was a storm in January' We've already used the "A" name. Using the "D" name for it wouldn't be a good solution either. So it just goes down as unnamed. If it had been a depression at the time, and was later upgraded after the fact, it also wouldn't get a name.

Usually I think they do this kind of thing post-season, but I assume that is likely because we're talking about something that they upgrade from during the official season. This was extremely early. To me, more late for the 2022 season than a 2023 season storm, but I guess the calendar year is easier.

In January they issued a special Atlantic Tropical Weather Outlook about it:

At the time they didn't consider it tropical.

Eventually, I'll move that to a numbered storm. The NHC hasn't numbered it in the best track system to reflect AL012023 yet. I don't want to force the number even though they say the next storm will be AL022023.

In 1992, had the subtropical storm in April been named, it would have been named Andrew. If they had named it, Bonnie would be the name that people know.
