It is for the coast too. If you do look at the 3 day experimental cone it does actually show the red along the coast. It's just very hard to see. Very hard. So for land areas at the coast there is a hurricane watch but for inland parts of those counties, there is only a tropical storm watch. And also a hurricane watch for coastal waters too.

But those coastal watches would include the land at the coast. Not sure exactly how that is defined as for how far inland.
