Were probably waiting to base it on recon and kind of have it move through the land areas mostly before downgrading. The NHC has been a bit slower on some of the storms this year when it comes to upgrading. Maybe they want to be safe on downgrading. I don't know. A few times now they haven't scheduled recon soon enough.
Remnants Of Oscar Special Discussion Number 15 NWS National Hurricane Center Miami FL AL162024 200 PM EDT Tue Oct 22 2024
Based on earlier aircraft reconnaissance observations, more recent scatterometer data, high-resolution visible satellite images, and surface synoptic observations, Oscar has degenerated into a broad area of low pressure near the Bahamas. Therefore, this is the last advisory on this system.
A new, but non-tropical, low pressure system will likely develop farther to the north-northeast in a day or so. This low is expected to absorb the remnants of Oscar.
Further information on the remnants of Oscar and this new non-tropical system can be found in High Seas Forecasts issued by the National Weather Service, under AWIPS header NFDHSFAT1, WMO header FZNT01 KWBC, and online at ocean.weather.gov/shtml/NFDHSFAT1.php
