Looks like a Rex-Block will setup along the left-coast for a few days and later on a deep cutoff low will form out of the deep north and swing down over NE CAN-CONUS.
Yes, TX will be under high-pressure all that time according to GFS.
Surface-based severe weather for the CONUS looks limited except for the cutoff-low over the NE around Tuesday next week.
