Well, thats the area of the cut-off low. Those temps and snowfall are about climatologically right for the mountainous areas. But on that same website you notice tomorrow's forecast for Chicago (low 60 degrees). The cut-off low bringing the cooler temps to Colorado is detached from the main flow of the jet stream which is far to the north. Taken as a whole, temps have been considerably above normal for much of the US for several weeks now. Completely different from the mid-summer pattern of below normal.
