I had the same reading of 38mph at my house. Lots of trees/fences down etc. I know it had to be gusting close to 60mph or higher. I had a Davis wired and now I have a wireless Rainwise. They were good for low wind speeds, but seem to be way off with high wind speeds, especially in gusts. The problem is we have them mounted on the roofs of our houses. Mine is mounted about 8 feet above the top of my roof. The other problem is the wind gets projected up off your roof and I think it effects the cups on the antemometer. Most of them are mounted in some cases 100ft up. That is how most of the weather stations that reports are mounted. I used to have a weather station from Weather Guide Instrument Company manys years ago. I had it for hurricane Gloria in 1985 and Hurricane Bob in 1991. It measured wind speeds of 95mph before the power went out. After that the antemomter broke and I purchased the Davis. The only thing that comes close to that is the Noreaster instruments. But they are very expensive.
