Either a strong 1 or perhaps just meeting the threshold of a 2 on our scale, I'm not sure what the strongest sustained winds were. And I'm not sure what tools they use to estimate storms anyway.

The chart on this page says 1, but it even says it is approximate.

Assuming the 200km/h gusts is correct, that is about 124.27mph. So that is a gust. I'm not sure what the sustained winds were in this storm. And Australia reports 10 minute average sustained winds anyway, we report 1 minute sustained winds. But with gusts like that, there is a chance.

I did a quick Google search and found this, though each storm is different:

Hurricane Alicia 1983: "The Coast Guard cutter Buttonwood moored at Galveston reported sustained winds of 96 mph with gusts to 125 mph."

(But I do not know how high up that reading was recorded.)

So, looks possible that the storm could have just met the threshold of a 2 on our scale.
