In the modern era, Hurricane Hazel (October 15th, 1954 @ SC/NC border) is the northernmost Cat 4 to strike the U.S.
Category 4 landfalls on the East Coast are extremely rare. The only other Cat 4 to hit the mainland East Coast in the last 60 years is Hugo in South Carolina.
