"Bias Vector" ? ?

An earlier thought about model accuracy brought me to realize that I really don't understand this measurement as presented in the annual "Model Verification" reports.  For example, these values are given as degrees/nm in Table 3b of the 2009 report.  Surely, that is intended to give some idea of the direction in whcih the model forecasts were off, but I have trouble accepting them as I read them thusly.

For example, does "179/203" indicate that the average forecast was 179 degrees and 203 nm from the actual point?  The all seem fafirly consistently S or SE if read that way.
