Any event that halted the production/delivery of food for MONTHS would have to be so catastrophic, there's little chance any meaningful society would remain.

Survivors with food/water supplies would need defend their hoard 24/7; a difficult task.

To plan for a civilization-ending event one would need do more than just buy things; one would need learn an array of survival SKILLS, because most without skills will eventually perish anyway.

If food and water were not available for three months, the event that caused such a problem would be so extreme, it's likely food and water would never be easily available again...period.

IMO, a rational risk-reward analysis would lead one to keep no more than three weeks worth of good/water stores. Personally, I only keep two weeks worth. (If I can't get water within two weeks, I'd probably not care to be a part of what remains of civilization anyway.)

In the end, there is no right or wrong with this issue; it's simply a matter of personal choice.
