It's not simply if the city is prepared though. People will either evacuate and use the resources available to them or not. As people are not as familiar, directly, with hurricanes in these two metropolitan areas, you will have a greater number of people who do not evacuate. A city could have the best plan imaginable in place, but if few people pay attention to the warnings it doesn't matter how prepared the city was.

A city can only go so far. They try to inform people of the dangers but at some point there is only so much they can do. If people don't listen it is their own fault. I think a city should help make available ways to evacuate people to shelters who don't have the means to. But for everyone else, it's their own fault for not evacuating.

I like the fact that my area rarely gets hit hard, but overall I think the death toll will be higher in my area than an area that frequently gets hit. For an area that gets hit a lot people pay attention. People evacuate more often because they have direct experience with hurricanes. That means the death toll will probably be minimal from the immediate effects of the storm, like surge and wind. For a city that is not used to getting hit the death toll from a single storm would probably be more than a lot of storms combined hitting the frequently hit area. I'm just not sure if there is anything that can be done about that. If people don't want to listen, you can't get through to them.
