the levels refer to the height/level in the atmosphere - there's "info" links on CIMSS that explain it well

and also a graphic from there that explains which level "usually" is used to determine what layer(s) to best use to determine steering, depending upon strength



when in doubt, keep clicking links... so much info there, it's hard to grasp it all (at least for me)

caveat - I am NOT educated in atmospheric science, but CT posters are great teachers, miss DM's input...
