Must be a mistake. Nothing on blogs or news via Google, the news, his Twitter, Facebook, NOAA, NHC's site, NHC's Twitter, or NHC's Facebook. Somebody must have accidentally released that headline. Maybe someone expects it could happen and they accidentally released what they were preparing just in case.
