The new levee (wall) had water splashing over during Gustav a cat 1, I would go.  

BTW for now ground zero is West Beach Blvd. (90) east of Bay St. Louis west of Pass Christian or more accurately west of Boisdore Ave. and east of Lady Mary Ave, it literally goes between two parts of a condo.
