I do agree for the most part with this statement:

"However, the National Hurricane Center (NHC) does not believe that combined or integrated hurricane scales help local emergency managers or members of the public make informed decisions about their particular vulnerabilities."

Local emergency managers and most especially most members of the public would not know much about the IKE scale for example. I think the scale is extremely useful though, just not as a public scale. (it's a good for the experts) But as the NHC says, there are so many other variables as well that need to be accounted for and you can't put that on a scale and have it applicable to everyone.

I do like the storm surge warning idea through the NWS, I assume through local forecast offices. I think that would be a great idea. Perhaps the NHC could highlight then a few of the highest surges expected in their public advisory and tell people to consult their local forecast office, which they have links to already for a storm on the front page. The storm surge warning text could be made so that it was very easy to access by the public from the NHC with very few clicks. Perhaps have the storm surge warning product linked specifically from the list of local NWS offices to make it even more prominent.
