Dr. Knabbs of NHC just tweeted a few minutes ago that to avoid confusion, NHC will indeed be calling the shots in terms of warnings and watches.

I'm very happy at this call. Too much confusion to the lay person. There was an outcry last night into this morning over NHC letting local WFO taking over.

It's where Science meets policy. Sure he/she is not purely tropical and won't be upon impact but this storm is too much of an anomaly IMHO, to treat it as if it were a regular low pressure system, a regular low.

Most folks don't know the diference between a tornado watch or warning. Let alone leaving it to WFO's (most people don't even know about local NWS offical forecasts) and then media translation will make it worse.
