If it is not tropical NHC wont issue any warnings, so,Even if If the storm is not tropical in nature. I think Upton(NY) and Mt Holly(NJ)  and other local nws offices should use(issue) Tropical storm "force wind" watches/warnings, hurricane "force wind" watches/warnings. Issuing a high wind warnings (as is the norm)might give people the wrong sense and think it will be your normal high wind event, which this will not be. NHC will not issue tropical storm or Hurricane watches warnings if it is not tropical. So i think it would be wise for local NWS offices to issue TS, AND H force wind watches and warnings.
