I think it would just cost too much. The amount of water you would be talking about to make a difference would be massive. Trucking that would cost a massive amount of money too. I'm not sure how that would relate to crop loss, but it probably would not be worth it. I'm not sure if there would be the current resources to actually do that, even if you had a blank check. You would need trucks and manpower. Lots of fuel would be needed depending on the distance. One alternative would be to pump all that water somewhere in pipelines, but with all the pipes and pumps you would need to build to funnel an amount that would make any difference, that would probably be way too expensive too.

Trains would probably work better for transporting large amounts of water, so perhaps that could possibly make it a bit more cost effective, but I'm just not sure how costly that would relate to the cost of crop losses.
