I like the idea of trains I am also sure there are other ways. I was just putting an idea out there. Why? I just get the feeling there are ways to help our selves. I know there are some great minds that can come up with some great ideas. We should have been looking at the drought problem long ago. I am not just thinking of crop loss I am also thinking of lives lost and damage to Mother Earth etc...
BTW look how long it took to convince people that there are alternative forms of energy. The main reasoning was the same as what you stated "cost effective". Or as one person I know said "When the price of gasoline gets to high people will look for alternatives." Yes I do know there were/are people that were/are very concerned about the environment as it should be.
