I don't know what the rules are on something like that. The airport nearby seems open, but all flights canceled. I guess if a plane had to make an emergency landing it could, though I don't know if emergency services and ground crews would be available. You wouldn't want to fly over an airport if you didn't at least have emergency services available. Perhaps they would be. I would think the FAA would have rules that require emergency services to be available for large airliners.
Maybe that is what they mean by the airport is open. Maybe private planes can still come in too. Why else would you go to a closed airport? Although I guess there are shopping and restaurants that could be open.
