Why Does Corpus Christi Have "No Shelters"?

I believe we have some folks here who live in and around Corpus Christi, so maybe they can answer: Jim Cantore has been reporting this morning that Corpus Christi has "no shelters" and so people there are "on their own." Why does Corpus Christi have no shelters? If Harvey were going to come in a little further south than it looks like it will, that would have placed a town of 300K+ people in the bull's eye of a catastrophic storm's NE quad. I imagine the fact that the city has no shelters would have been heavily scrutinized after the fact. Anyone here have some information about why this is the case in CC?
