Not having shelters in the major area of impact is routine disaster planning.  1. They do not want people to think that it is safe to stay in that area. 2. The areas are too close to impact and with all that rain the center itself could become isolated and not accessible to emergency personnel...that are all restricted from going out during height of storm. 3.  With all that rain...many buildings...like schools are in danger of roof/structure collapse if the roofs are at all of a flat design. Driving rain will actually seep through walls too. 4.  If you have close shelters...thousands will show up at last minute overwhelming occupancy capability. 5. This area of impact is almost guaranteed to lose power and there is only so much power to run generators for air cond, meal prep, and other health concerns.  6. Bottom line, they want people to go inland...and it sounds like they made a way with public transportation.

Unfortunately, just like Katrina....many will not leave...and awful things will happen.  I am surprised that Cantorie made mention of that...he should know those things....unless the media reported it wrong.
