This prophetic and unnerving story by ProPublica about Houston's unique vulnerability to this kind of catastrophe made that very point, Chris, which basically is, how many "once in a lifetime" floods need to occur in a single lifetime before we start to revisit the way we evaluate the frequency and magnitude of these events?
