Yes Charleston did have higher surge in the harbor even from Hurricane Hugo in 1989. Charleston was under a Tropical Storm Warning...however the warning area stopped at South Santee River....the border between Charleston and Georgetown Counties.

Here in Surfside Beach we are some 90 miles north of Charleston. Georgetown, SC (30 south of me) had the downtown area flooded. Pawley's Island has two causeways on/off the island. At high tide both causeways were covered with water.

Garden City Beach the ocean breeched the dunes and flooded Garden City Dr.

The Tropical Storm Warning should have included the entire South Carolina coast line.
