Puerto Rico is a territory of the United States. Yes PR has been receiving aid from FEMA.
New York Times article here: https://www.nytimes.com/2018/02/08/us/puerto-rico-disaster-relief.html

However the debate centers on the amount of aid PR has received. Was or is it enough?

One example is many citizens of PR, from what I have learned, cannot obtain FEMA assistance in rebuilding their homes. Seemingly many citizens do not have deeds or proof of ownership for their homes or property.

The death count?? Well this has gone from I believe an initial number of 64?? Our President was in PR shortly after Hurricane Maria taking credit the low death rate .

I agree with ricksterpr in his previous post the actual number of deaths will not be truly known for many years.
