Shear is a combination of upper and lower winds. When a TC forms, the lower winds circulate in a CCW direction; no longer in a unified single direction. So, the lower wind component of the shear goes away. UL winds are key to watch. 15 knots is not too bad. A good hot-tower can redirect that and possibly form an anti-cyclone. If an anti-cyclone forms, then the upper-component of shear goes away as well.
Currently in the West Carib: MSLP at 29.87" Ozone shows a high tropopause.
Ready for a warm-core to form.
Actually, GOM ozone is abnormally low as well.
