"Remnant Low:
Used for systems no longer having the sufficient convective organization required of a tropical cyclone (e.g., the swirls of stratocumulus in the eastern North Pacific)."
From: http://www.nhc.noaa.gov/aboutgloss.shtml#REM

I guess it doesn't really correspond to wind speed necessarily. Could a remnant low have tropical storm force winds if it had little convection associated with it?
