RI, not yet JAC!!

Bill has a well developed structure, as large spiral bands have formed around the cane. Although, strengthening is likely in the coming days. The core is not fully developed, as he has not been able to expand the CDO over the center. This is due to SAL to the north. A large stable layer of dry air has continued to be ingested well into the core and it could be seen in visible loops. Large curved areas void of convection/rain shield is working agained steady intensification. Also, some increase in forward speed and SST's near 27-28c are marginal for RI.
