The whole area is under a yellow circle, but after reading the NHC Discussion this morning and looking at sat loops, I would favor these coordinates for possible development, if it does occur. The Discussion says this:
AN UPPER TROUGH EXTENDS FROM THE DESERT SW OVER TEXAS/MEXICO ALONG THE RIO GRANDE TO NEAR THE 1008 SURFACE LOW WHILE AN UPPER RIDGE EXTENDS FROM VERACRUZ MEXICO TO NE FLORIDA.
I think that upper level conditions near the 1008 surface low between Corpus and Brownsville are not as conducive for development (upper trough). However further south, where there still is much thunderstorm activity, there is an upper ridge from Vera Cruz toward Fl. I favor this area further south for possible development (19N 95W) or thereabouts. Here's the sat loop where thunderstorms are tending to gather in that area.
