Looks like the models are responding to the marginal conditions and only developing this thing very slowly - for now.  But in a few days some of them (ECMWF, GFDL) crank up a significant system somewhere in the GOM and move it rather slowly toward the coast.  HWRF and GFS keep it weak.  As usual, we won't really know until a clear LLCC forms - and that may not be until Friday.
