Looks like the NHC is in the process of upgrading it. Only have a renumbering file so far:
ftp://ftp.tpc.ncep.noaa.gov/atcf/tcweb/invest_RENUMBER_al962010_al022010.ren
This files does not exist yet:
ftp://ftp.tpc.ncep.noaa.gov/atcf/tcweb/invest_al022010.invest
So, not quite official, could be a mistake until that file appears.
