TUTT - educate me

i dont think TUTT was mentioned on this board or by NHC for many years of me monitoring hurricanes.  This year thats all i hear people talking about.  

What is the best sat. to identify a TUTT and learn more about it.  The last I read they can also help strengthen a system.  Need more info.  thanks
