Whose in charge?

So the Associated Press, and NOT the NHC, is in charge of upgrading storms from depressions to named systems now? What other reason can there be for their decision to write another story about a named storm in the Atlantic that has not actually been named yet? They did this with the system that had not yet become Bonnie, and now this afternoon they post a headline of "Forecasters Keeping an Eye on Colin This Week". WHAT "Colin"?? Yes, we have a depression, one that is likely to earn a name at some point. And maybe I am splitting hairs here, but I am so fed up with media hype of hurricane season that this sort of thing just drives me crazy . . .
