And for those that wonder why the data is not on the NHC's server, that explanation is in the NOTICE file here:

FTP Access to ATCF data is now available from NCEP high-speed/high availablity public
ftp servers.  This will provide public users with more reliable and faster access.
The new Anonymous ftp service for ATCF data is now available at "ftp.tpc.ncep.noaa.gov/atcf"

FTP ATCF access from the NHC anonymous ftp servers will be discontinued on June 1, 2007.
This means that ATCF data will no longer be available from "ftp.nhc.noaa.gov/pub/atcf""



And for confirmation from the NHC of that:
ftp://ftp.nhc.noaa.gov/pub/atcf/README



"Please note, as of June 1, 2007 all ATCF related datasets are being hosted
on higher bandwidth ftp farms maintained by NCEP and the NOAA WOC (web operations
center).

For those that do not know, this is where NHC model data is released and where you can find SHIPS intensity text products.
