Earl and Virga

Is there something specifically with this storm and virga and why?
Yesterday we had a massive cloud bank, cloud shield(?) from Earl over us.. low, very, very low... but no rain. Yet, the radar showed endless distant bands of rain moving through the area... nothing, was dry the whole time. Not once, but several times. Might have had a small shower last night...was some distant thunder.
Now... same thing is going on up the coast. They were just talking on TWC how Long Island and areas nearby look to be having rain and they were explaining you couldn't trust the radar as it was virga and they had yet to actually feel the rain.
I've seen virga happen often at different times of year, different set ups but not when the air is warm and moist and it's humid outside and there is a dark green blob (not light green) on radar and nothing is making it to the ground.
Okay.. so could say that was localized but now NY is asking the same question.
Why is there so much phantom rain in Earl?
Thanks.. curious... can it be something about Earl's system structure in particular, he has been a bit quaint and different looking annular but not being annular, were they double eye walls or not, etc...
