Great response by that person & it ties in with the thread about Nova Scotia as you need a 1 min sustained wind at 74mph not a gust. I have also found in every hurricane I have been in that the official advisory winds almost never hit my instruments. The fault I find is the clasification based on a recon fix of winds in a small area around the eye with 100mph winds, therefore the hurricane is now 100mph I dont get it. Also the 10% reduction from flight level is flawed & should be more like 20%. I am of the thinking that unless a hurricane is undergoing rapid intensification those winds will not mix down to the surface ,so if you are watching a cat 2 not strengthening while moving into your area expect cat 1 winds at your house.
