No they did not declare a state of emergency.

Alot of peop;e are very upset,many streets still have not been plowed!!!!even news is just people venting and wanting to know why the streets have not been cleard.from what i heard Mahattan is fine but all other boroughs have many streets not plowed.Has not been like this since the 1996 blizzard.
