It may depend on where the tide is at at the forecast time for landfall. (12AM Monday? 4.37 feet?)

From Hugo (1989) wiki: 'The Myrtle Beach & Surfside Beach/Garden City/Murrells Inlet areas also took quite a hit, not so much from wind, but from storm surge. Hugo struck the area during an astronomical high tide, which created a 12 to 14 ft (3.7 to 4.3 m) surge.'
