An Irene IKE scale Question, Where is it?

As Hurricane Irene approaches the coastline the talk is now tuning to storm surge and the amount of damage it will cause. I still hear all the discussion based on wind speed of Irene not the Integrated Kinetic Energy of the storm.

In spring of 2009 my daughter, then an 8th grader, did her science fair project on "A study of actual storm surge damage along the Texas coast line by Hurricane Ike comparing traditional storm surge models based on the Saffir-Simpson Hurricane Scale and storm surge predictions based off of the IKE Scale". Yes I know don't ask, only one of the judges had even heard of Integrated Kinetic Energy in relationship to hurricane measurements. She actually discussed IKE with the original developers of the scale, along with personnel at the NHC, and was under the impression it was to be implemented soon

It was proposed that starting with the 2010 hurricane season that this would be a standard that the NHC/ NWS service and FEMA would use IKE to predict storm surge damage. Yet with Irene approaching and threatening areas prone to storm surge damage I have not heard the IKE number discussed or posted anywhere. Have I just missed it  or are they not using and if not anyone have a clue as to why.

PS if my daughter ever gets on here do not get into a discussion with her on, or give incorrect information about, wave and storm surge dynamics in a coastal environment. Her Science teacher this last year made that mistake following the tsunami in Japan.
